For oil tankers over 5000 deadweight tons (DWT), it is mandatory to have access to shore-based emergency support in the event of a critical incident. This requirement is defined under IMO MARPOL Annex I, Regulation 37, and the MEPC.54(32) guideline as part of the Shipboard Oil Pollution Emergency Plan (SOPEP).
